俄罗斯政府全体辞职

15日，俄罗斯总理梅德韦杰夫宣布俄罗斯政府全体辞职，该消息一出举世哗然。

 

Russian Prime Minister Dmitry Medvedev has announced that the entire government is resigning in a surprise statement released shortly after President Vladimir Putin delivered his annual state-of-the-nation address.

据《今日俄罗斯》报道，就在俄罗斯总统普京发表年度国情咨文活动结束后不久，梅德韦杰夫发表声明，宣布政府全体辞职。

 

 

 

His proposals would entail “substantial changes” to the constitution as well as to the “entire balance of power, the power of the executive, the power of the legislature, the power of the judiciary,” Medvedev explained.

梅德韦杰夫在辞职声明中称，总统普京在发表国情咨文时不仅指出了当前的工作重点，也对俄罗斯宪法提出了不少修改意见，而这些修改将对国家整体权力平衡，行政、立法、司法领域的权力做出重大改变。

 

“In this context, it is obvious that, as the government, we must provide the president with a capability to make all decisions,” which are required to implement the proposed plan, Medvedev said announcing the en-masse resignation.

他表示，在这种情况下，作为俄罗斯联邦政府，应为总统做出一切必要的决定提供机会，因此现有的政府将辞职。

 

Accepting the resignation, Putin thanked the ministers for their hard work and asked them to function as a caretaker government until a new one can be formed.

普京随后签署命令，批准政府辞职并决定由梅德韦杰夫临时代行总理职责，同时责成辞职政府在新内阁成立之前履行自身义务。普京对本届政府表示了感谢，并表示近期将与每一位内阁成员会面。

 

Medvedev and Putin had met for a work meeting to discuss the state-of-the-nation address earlier on Wednesday, the Kremlin said.

另据克里姆林宫消息，在宣布内阁辞职之前，普京与梅德韦杰夫见面，讨论了发表国情咨文的一些情况。

 

 

 

Russian President Vladimir Putin has suggested the head of Federal Tax Service Mikhail Mishustin as a candidate for the post of Prime Minister after the government resigned.

随后，普京向国家杜马提议由现任俄罗斯联邦税务局局长米哈伊尔·米舒斯京出任俄罗斯总理。杜马将于当地时间16日审议米舒斯京的总理提名。

 

Vladimir Putin offered the outgoing chairman of the government, Dmitry Medvedev, the position of deputy head of the Security Council after the surprise resignation of the Russian prime minister on Wednesday.

梅德韦杰夫宣布辞职后，普京表示，他打算增设俄联邦安全会议副主席一职，并提议梅德韦杰夫出任此职。

 

普京指出，梅德韦杰夫担任过俄罗斯总统，又担任总理近8年，梅德韦杰夫向来负责提高国防能力和国家安全方面的问题，在出任将于近期增设的俄联邦安全会议副主席一职后，也可继续负责这些问题。

 

 

 

Medvedev has agreed to take up the role, in which he’ll oversee defense and security issues.

据俄媒消息，梅德韦杰夫已同意之后出任此职位。

 

The Security Council is a consultative body which is chaired by the president himself. It consists of several ministers, representatives of the parliament, and law enforcement, and is tasked with assisting the head of state in working out the most important decisions on national security.

俄联邦安全会议是俄罗斯政府中的一个跨部门强力机构，直接听命于俄罗斯总统，其主要任务在于为总统决定国安事务的方针。此前，该机构不曾设副主席一职。
