As shown in the video, wearing a gauze blindfold, the officer wasnt allowed on the bus with the guide dog, and was told no dogs are allowed whether theyre guide dogs or not. Some passengers also scolded the officer for making a scene and wasting their time, while the dog appeared very distressed.

视频中可以看到,莉姐戴上眼罩,手牵一只导盲犬欲乘坐一辆公交车。不过刚上车后却被告知不能带狗上车,无论是否是导盲犬。视频中有一些乘客出言不逊,指责莉姐耽误时间。导盲犬则显得很难过。

 

The guide dogs owner Gao Zhipeng, who is visually impaired, told media Monday that this has been happening almost every day since he brought Taobao home in 2014, and it is the same when catching a cab. And each time they were refused, Taobao would sink into depression for days.

导盲犬淘宝的主人高志鹏是全盲视力障碍人士,他在周一接受澎湃新闻采访时表示,7年来经常会碰到这样拒载的情况,导盲犬也会随之情绪低落。

 

据澎湃新闻报道,莉姐是山西省公安厅交警总队新闻中心的一位工作人员。她表示此次行为与她供职的单位无关,完全是个人公益行为。与莉姐一同行动的高志鹏回忆,事发当天,他携带了残疾人证明和导盲犬工作证。由于莉姐要亲自体验,遂先行上车。莉姐与司机发生争执时,高志鹏表示,他及时向司机出示了证件,并向司机解释了情况,但司机并不接受。

据澎湃新闻介绍,根据国务院颁发的《无障碍环境建设条例》第16条明确提出:视力残疾人携带导盲犬出入公共场所,应当遵守国家有关规定,公共场所的工作人员应当按照国家有关规定提供无障碍服务。作为事发地山西,《山西省城市公共客运条例》第四章三十二条第(五)项明确规定,禁止携带动物乘车,但导盲犬除外。

 

高志鹏接受澎湃新闻参访时表示,事发时的619路公交车,他乘坐过多次,很多司机都和导盲犬淘宝建立了感情。有的态度好的司机会和淘宝打招呼,甚至摸头,也会和车上的乘客解释,导盲犬不会咬人,请好心的乘客为这位盲人让座,但也有部分司机态度恶劣,以扰乱司机开车为由,拒绝其上车。

 

27日中午,山西省太原公共交通控股(集团)有限公司宣传部吴姓部长回应澎湃新闻称,对于该司机,会被扣罚一定工资,此外会加大员工培训力度。28日,导盲犬主人回应:公交公司已道歉,并邀其一起参加国际导盲犬日活动。

April 29 marks the International Guide Dog Day, which honors the importance of guide dogs in the lives of visually impaired people.

CGTN报道,今年429日(每年4月最后一个周三)是国际导盲犬日,设立这一日子旨在告知大家导盲犬对于视觉障碍人士生活的重要性。

 

Chinas first guide dog training base was established in Dalian City, northeast Chinas Liaoning Province in 2006. The training base is a public welfare institution, and all the guide dogs trained here will be given to visually impaired people for free.

2006年,中国首个导盲犬培训基地在辽宁大连成立。基地为公共福利机构,所有在此训练的导盲犬都将免费交付视觉障碍人士使用。

 

 

 

According to Liang Jia, a trainer from the base, China has less than 200 guide dogs. However, the number of visually impaired people in the country is around 17 million. Every year, tens of thousands of people apply for a guide dog and have to wait for a very long time to get one.

基地的训练员梁佳表示,我国目前仅有不足200只导盲犬,然而视觉障碍人士数量约有1700万人。每年都有成千上万人申请导盲犬,但是需要等候很长时间才能交付。

 

Guide dogs are trained strictly to help visually impaired people find locations, avoid obstacles, and use public transport. During the training process, around 60 to 70 percent of the dogs cant pass the tests, according to data released by the training base in Dalian. It costs an average of 150,000 yuan to successfully train a guide dog, and each can work for eight-10 years.

导盲犬都是经过严格训练的,可以帮助视觉障碍人士寻找地点、避开障碍以及使用公共交通。在训练过程中,大约60%-70%的导盲犬无法通过测试而被淘汰。每只成功训练出的导盲犬平均要花费15万元,可以工作8-10年。

 

The strict training process and tests ensure that each dog is qualified to be a reliable companion for visually impaired people.

而这些严格的训练及测试过程,都是为了确保每只导盲犬都有资格成为视觉障碍人士值得信赖的伴侣。
