最严反堕胎法案,你怎么看?

上周,美国阿拉巴马州州长凯艾薇签署了一项备受争议的法案,禁止几乎所有堕胎情形,使之成为法律,全美最严苛反堕胎法就此出台。

 

  

 

Alabama Governor Kay Ivey signed a controversial bill that bans nearly all abortions into law Wednesday evening. It's considered the most restrictive abortion law in the US.

当地时间15日晚,美国阿拉巴马州州长凯•艾薇签署了一项备受争议的法案,禁止几乎所有堕胎情形,使之成为法律,全美最严苛反堕胎法就此出台。

 

The law makes abortion illegal in virtually all cases - including cases of rape and incest. It also says doctors who perform an abortion could face up to 99 years in prison - similar to punishment for rapists and murderers. A woman who receives an abortion would not be held criminally liable.

法律规定堕胎在几乎所有情况下都是非法的,包括强奸和乱伦。报告还说,堕胎医生可能面临最高99年的监禁——类似于对强奸犯和杀人犯的惩罚。接受堕胎的妇女将不承担刑事责任。

 

The law only allows exceptions to avoid a serious health risk to the unborn childs mother, for ectopic pregnancy and if the unborn child has a lethal anomaly. Democrats re-introduced an amendment to exempt rape and incest victims, but the motion failed on an 11-21 vote.

唯一例外的情况是,当胚胎出现致命的畸形,或是当怀孕或生产会严重威胁到孕妇的生命安全时,法律才准许堕胎。民主党议员提出:被强奸或乱伦而怀孕的受害者,可被豁免但是这项动议以11票对21票的表决结果失败。

 

What I hope is, if we pass this bill, that all young ladies would be educated by their parents, their guardians that should a situation like this occur, you need to go get help - you need to do it immediately, Clyde Chambliss said.

支持该法案的共和党议员Clyde Chambliss认为,这样一来,父母以及监护人们就会教育女孩们,在遇到这种情况时,就需要第一时间寻求帮助。

最终,阿拉巴马州参议员以25-6的票数通过了该项法案。据CNN报道,为该法案投出赞成票的,均为共和党男性议员。

 

  

 

One day after the bill passed, Alabama Governor Kay Ivey signed the anti-abortion bill, which is expected to take effect in November this year.

法案通过一日之后,阿拉巴马州州长凯伊·艾维(Kay Ivey)签署同意了这项反堕胎法案,该法案预计将于今年11月生效。

 

Ivey noted in her statement that the new law may be unenforceable due to the Supreme Courts Roe v. Wade decision that legalized abortion in all 50 states. But, the new law was passed with the aim of challenging that decision, Ivey said.

而艾维也在声明中指出,该法案或许将无法顺利实施。因为美国最高法院曾于1973年通过《罗伊法案》,将堕胎在全美合法化。而这次新法案的目的正是在于挑战《罗伊法案》。

 

Lawmakers in Georgia, Ohio, Kentucky and Mississippi also proposed so-called heartbeat bills this year and successfully got them signed into law. Those bills generally ban abortions after a fetal heartbeat is detected, which can be as early as six weeks into a pregnancy - when many women dont yet know theyre pregnant.

而除了阿拉巴马州之外,此前,乔治亚州、俄亥俄州、肯塔基州以及密西西比州都签署了所谓的《心跳法案》,限制医师不准在测得胎儿心跳之后堕胎,具体时间通常是怀孕6周、许多女性还不知道自己怀孕之时。

在美国国内,反对的声音此起彼伏。不少人走上街头,抗议这项号称全美“最严堕胎令”。

 

  

 

 

其实,关于“堕胎”的争议在美国社会中一直存在。

 

In general, pro-choice emphasizes the right of pregnant women to control their bodies. Abortion is a free choice for pregnant women, and they should not be interfered by others. Pro-life, on the other hand, believes that the fetus is an independent life and that no one else has the right to decide whether it lives or dies.

大体上说,选择派(pro-choice)强调怀孕女性对身体的支配权,堕胎是孕妇的自由选择,他人不得干涉。而生命派(pro-life)则认为胎儿是一个独立的生命,他人无权决定其生死。

 

  

 

而这次的阿拉巴马堕胎禁令,也让两方的争议再度升级,各路网友们已经在网上吵开了。

 

“生命派”认为,只有几周大的胚胎,也是一条人命!

 

  

“胚胎在子宫里18天大的时候就拥有了心跳,说句公道话,这就是正在形成的一条幼小的生命啊……如果你不想怀孕,那就避孕啊真可笑”

 

 

 

“这就是你‘推迟了两周的例假’。两周后他的胳膊和腿就形成了,还有了手指脚趾,以及心跳!”

 

而认为女性拥有支配自己身体权利的不少选择派则分享了自己先前堕胎的经历,如果堕胎被禁止的话,自己的人生将会变得完全不一样……

 

  

我当时16岁,被学校里的一个志愿者给性侵了。胎儿导致了我内出血,晚个15分钟去医院我就死了。我当时才高二,因为一个男性的选择而奄奄一息。那个胎儿和我只能活一个。

 

 

我当时12……还需要说更多吗???

 

 

所以,这个法案,究竟是对生命的尊重,还是对女性权利的剥夺呢
