本应资助女童的春蕾计划却用来资助男生?

一直被大家以为对贫困女生实施资助的春蕾计划,却被网友爆料有“诈捐”、“挪用”嫌疑,引发轩然大波。

 

Last week, a netizen who claimed to have donated to the Spring Bud Project called out the charity after she checked the status of her donation on financial services platform Alipay and noticed that nearly half of the funding recipients at one school were male.

上周,有网友声称,在她通过支付宝平台查看捐赠状态时发现,在某一所受赠学校中,接近半数的受益者为男生。

 

I always thought Spring Bud only helped girls,the netizen wrote on Weibo, adding that the shock had been like a blow to the head. Screenshots of the now-deleted post were widely circulated Tuesday evening.

她在微博中写道,“春蕾计划真的是给我当头一棒,我一直以为春蕾只捐女童”。虽然微博已删除,但是相关截图仍然广泛传播。

 

 

 

 

China Children and Teenagers Foundation (CCTF), the organization that heads the project, responded to the controversy last Tuesday night, admitting that 453 of the 1,267 high school students who received financial assistance in the project’s latest funding round were boys.

周二晚间,中国儿童少年基金会官方微博发布声明,表示春蕾一帮一助学项目本批次资助的1267名高中生中,有453名为男生。

 

CCTF further explained that, while all donations to the Spring Bud Project initially went to girls, the fund found that many boys from impoverished homes also had a “strong desire to study.” In a bid to help meet the central government’s goal of lifting the entire country out of poverty by 2020, the fund had decided to sponsor boys in “urgent” circumstances, though it vowed girls would continue to be its top priority.

该项目在该网络公益平台筹款之初,资金全部资助贫困女生。但在今年项目执行过程中,有部分极度贫困地区学校老师向我会工作人员反馈,当地贫困家庭男生也亟需帮助,希望该项目施以援手。综合考虑我会为儿童谋福祉的宗旨,以及助力2020年决胜脱贫攻坚、全面实现小康的目标,该项目在保证大多数受助者为女生的前提下,开始资助部分男生。

在官方声明中,一名19岁男性受助者的资料,同样引发争议,网友质疑成年人是否有资格接受这项捐助。

 

 

 

基金会在声明中还表示:对此对公众引起的误解,我们深表歉意,并从中吸取教训。在此,我们声明:春蕾计划在未来的执行中,将始终以女生作为资助对象,如确有需要资助男生的情况,将在筹款文案显著位置特别提示。

 

According to its website, the Spring Bud Project is a public welfare service launched in 1989 by the China Children and Teenagers’ Fund (CCTF) and the All-China Women’s Federation. It aims to improve teaching conditions in poverty-stricken regions and help girls who have dropped out of school resume their education. The program claims to have assisted 3.69 million girls over the past 30 years, helping to build over 1,800 Spring Bud schools.

据中国儿童少年基金会官网资料显示,1989年,在全国妇联领导下,中国儿童少年基金会发起并组织实施了春蕾计划儿童公益项目,汇聚社会爱心,资助贫困地区失辍学女童继续学业,改善贫困地区办学条件,辅助国家发展儿童少年教育福利事业。截至目前,春蕾计划已资助女童超过369万人次,捐建春蕾学校1811

 

 

 

However, the response failed to appease netizens’ doubts.

然而,基金会的声明并没有平息质疑。

 

Some criticized the organization of fraud donations and misuse of the donations. Some said the organization departed from its original intent: To balance social support for girls in poor areas, whose dropout rate is usually higher than that of boys.

有网友批评基金会有诈捐和挪用捐助的嫌疑。也有人认为基金会此举有违初衷:即平衡对贫困地区女孩的社会援助,通常这些地区女孩的辍学率要高于男孩。

 

A basic principle of charity is that a specific donation should be utilized for a specific purpose, as desired by, or indicated to, the donor. If there are some boys from impoverished families who, too, need help, the fund should inform the donors beforehand, rather than independently divert the funds. Charity organizations should pay great attention to procedural justice and be responsible to the donors.

网友认为,慈善的一个基本原则就在于,需要按照捐赠者的要求,专款专用。如果有来自贫困家庭的男孩需要帮助,那么基金会应该提前告知捐赠人,而不是自行转移捐款。慈善组织应当注重程序公平,要对捐助者负责。

 

 

 

 

 

 

18日晚,人民日报官方微博对事件发表评论表示:大家心里都懂,困难面前不分性别,但具体到一个慈善项目,却不应含糊其辞。一分钱也是爱,慈善事业不怕较真更需要较真。也只有捐助者意愿被真正尊重,全社会的爱心接力赛,才能名副其实、走得更远。善意需要善待,而非怠慢。
